UTAH COURTS GO LIVE WITH eFILING

The Utah Administrative Office of the Court (AOC) expects up to 50,000 filings per year to go through new efiling exchange

OREM, Utah - April 2, 2003– Tybera Development Group, a leader in electronic filing solutions for courts, attorneys, and government agencies, today announced that the installation of its electronic filing exchange-eFlex at the Utah District Courts is now live. Hosted by the Utah AOC in Salt Lake City, the site is expected to accept 70% of all debt collection filings from attorneys and agencies statewide.

The Standing Committee on Technology for the Utah AOC, chose to go with "debt collections" as its first electronic filing type because of the large volume of cases filed each month. "We wanted to experience immediate ROI on this technology," says Mr. Battle, IT Director at the AOC, "so we chose a filing type that was one of our highest in terms of volume and most demanding of clerk time." They felt this to be a sound business strategy in lieu of current economic conditions and budget challenges facing courts today.

The new court site will allow attorneys to login to the system, use MS Word, WordPerfect, or web forms to create a cover sheet, attach their filing and digitally sign it, bundle all digital contents in a secure envelope, pay the filing fee by credit card, send the filing, and then receive back a confirmation from the court that the filing was received-all online.

Tybera and the Utah AOC together approached several law firms and state agencies, like the Department of Workforce Services, that represent roughly 80% of the total debt collection filings each month for the court. Attorneys were introduced to the system and immediately recognized the convenience and savings it would provide. After ordering and receiving their secure certificates, they began using the site to file new cases with the court.

The court plans to bring all debt collection filings through the site and then review other high volume filing types that could also benefit from this automation. "I am confident that as the site is used more and more, and its value is recognized by local attorneys, we will increase the number of filing types that we'll accept through the site and realize even more savings," says Mr. Battle.

Dallas Powell, President of Tybera, expressed his excitement at seeing the first live filings going through the court site by commenting, "We're glad that the site is now live and works as designed. It's nice to see that all of the efiling goals of the court were met with eFlex-the court wanted to host the system themselves with no transaction fees for attorneys; it must support digital signatures and LegalXML; and they wanted attorneys to have the opportunity to automate their systems as well. We certainly hope that its use continues to grow from here."
