Clay County Begins eFiling in 30 Days

Clerk adopts a phased approach to implementing efiling quickly with full integration to follow

Tybera Development Group, a leader in electronic filing solutions for courts, attorneys, and government agencies, today announced that Clay County Florida has begun accepting efilings for several civil filing types approximately 30 days from contract signing.

The Clerk of the Court is currently very involved with its transition to Tyler Technologies’ Odyssey case management system and the goal is to have Tybera and Tyler tightly integrated in the near future. This will eventually form a seamless solution that provides a rich set of tools for attorneys to efile and that will require little or no manual intervention by clerks.

In the interim, the Clerk decided to install a non-integrated version of Tybera’s eFlex efiling software, improving on the courts existing system, and then provide the full featured system later when integration with Tyler is complete.

Tybera responded affirmatively and began making plans to bring the system up in 30 days.

Tybera requested that the Clerk provide a server so that we could install our eFlex product on it and pre-configure it with Clay County filing types. One of the immediate benefits of this interim solution will be the ability for attorneys to file documents which require court fees. This automatic fee payment functionality will be provided by MyFloridaCounty.com. This will allow attorneys to pay any court fees with a credit card and the funds will be credited directly to the Clerk’s bank account.

Tybera then scheduled about four days to be onsite at the Clerk’s office to install the system and make any final adjustments.

eFiling Process Explained
With the system installed approximately 30 days after contract signing, attorneys were now able to prepare their filings using MS Word or WordPerfect, convert them to PDF, login to Clerk’s installation of eFlex using only a web browser and begin efiling.

Filers simply select the applicable filing type, fill in plaintiff and defendant information, attach their previously prepared PDF case document and hit Send. Then they watch their filing’s status as it is finally accepted as evidenced by a digital receipt provided by the Clerk.

Once received by the Clerk, it is printed and resumes the current manual process of receiving. This manual process will be replaced with a completely automated one by year’s end when the efiling and case management systems are fully integrated.

At that point, clerks will simply login to the efiling system and review the efiling information that has been submitted. Filings can be reviewed in detail, approved as is, or errors can be corrected by clerks and then approved, or they can simply be rejected.

Once the filing is approved, electronic notifications will automatically be sent out to all parties on the case who are participating electronically. This provides a great benefit to the attorneys, who now receive almost instantaneous notification when a document has been approved by the court.

This phased approach to efiling can move attorneys to automate quickly, and at a lower cost to the courts; an eFlex license fee and the right hardware is all that is required to move attorneys toward efiling. When the timing and funding is right, the court can then begin integrating efiling to other court applications, with the end result being a court where the case, document, and efiling system share information instead of pain.
