| Two-way
Automation |
eFlex
allows high volume filers, whether large legal firms or state
agencies, to also install eFlex at their facilities. The efficiencies
of these organizations communicating directly with the court
CMS virtually eliminate manual intervention. |
| Software
License or ASP |
eFlex
is available to courts in a variety of ways. Courts may purchase
or lease eFlex licenses and extend its capabilities, or simply
contract with us to use these features in and ASP or hosted
environment. |
| Scanning/Imaging
Integration |
eFlex
supports the integration of paper documents with electronic
documents. Cases filed electronically often have follow-up documents
filed in paper by other parties. In order for efiling to be
a success, both paper and e-documents need to be accepted and
integrated with the courts CMS. |
| MSWord
& WordPerfect Support |
eFlex
does not require attorneys to learn yet another application
in order to file electronically. eFlex supports the products
attorneys are comfortable with, MSWord and WordPerfect. This
means attorneys simply use these applications to create coversheets
and documents to file to the court. |
| Built
on Standards |
eFlex supports the ECF 1.1
envelope. Our intent in supporting this standard was to minimize
deviations as much as possible in order to promote interoperability
with other EFSP providers. Some variations we found to be
critical, such as the extensions to digital signatures. eFlex
has designed the encryption process to allow external EFSPs
and other software implementers to support this system through
asymmetric key pair encryption techniques. Tybera has published
these variations back to the OASIS LegalXML community for
review and updates to the standard in order to be identified
by the standard body that our system "follows" the
standard.
Tybera is an active member and contributor to the LegalXML
community and is highly involved with the next ECF version
currently named "ECF Blue".

| All
Case Types Accepted |
All
case types, whether civil, criminal or juvenile can be supported.
Because we allow the court to license eFlex, the court can also
decide whether to charge usage fees or not. This is important
for courts to consider where various types of cases do not have
filing fees. |
| Digital
Signature Support |
eFlex
supports digital signatures in two ways. The first method is
for the support of individual signatures, and the second method
supported is for digitally locking the submission envelope for
long term storage and evidence protection. eFlex
can be configured to not require digital signatures on cases
or certain filing types. |
| Secure
Envelope Support |
The digital locking of the
envelope by the server has several benefits. First, the absence
of digital signatures means the evidence that a user authenticated
a submission by their logon ID and password is weakend. Secondly,
the digital lock can identify whether information has been
tampered with during transmission or after it has been stored
in a document repository. Third, the digital lock is used
in the process of authenticating external installations.

| Support
for Interactive and Batch Processes |
eFlex
supports interactive acceptance and rejection of filings so
that a clerk may interface with the process. This interface
can be customized for each court. In addition, eFlex supports
direct communications to case management systems allowing complete
automation for filing types that the clerk does not need to
review. The direct communication process varies in the method
of communication from system to system. This communication method
can be customized to support batch update. |
| Courts
Control Filing Fee Collection |
The
collection of filings fees is always under the control of the
court. Filing fees are collected by eFlex automatically and
credited directly to the court's merchant account. |
| Filing
Fee Payment Integration |
eFlex
extended this LegalXML field to support more credit card processing.
The Court establishes an Internet Merchant Account and Terminal
ID. Tybera connects the payment process through a service provider
and deposits the fees into the merchant account of the court.
The bank supporting the merchant account will then transfer
the fees over to their standard accounts. |
| Update
Acounting System |
eFlex
is integrated with the CMS, accounting system and clerk's daily
journal providing a report that shows the total fees collected
and for which cases. |
| Post
Filings for Approval |
eFlex
supports the ability for a legal assistant to prepare the documents
for filing and then notify attorneys that there is a filing
awaiting their approval. When the legal assistant posts the
documents and selects who they want to approve the filing, an
e-mail message is sent to the attorney indicating there is a
filing waiting for approval. The attorney then logs into the
system, approves the pending filings and then transmitts them
to the court. |
| Clerk
Review Automation |
eFlex
is designed to run 24/7 for receipt and acceptance or rejection
of the documents. It can be customized based on court rulings
that define the times when efilings can be accepted and what
happens when filings cannot be received. |
| Auto
Document Conversion (PDF & TIFF) |
eFlex
supports the conversion process for MS Word and Corel WordPerfect
formats. This conversion process takes place prior to embedding
the documents into the ECF 1.1 envelope. This feature provides
conversion support to EFSP users at no cost. |
| Annotation
Support |
Sometimes
a case that was initially filed electronically will have a party
respond by paper. eFlex allows clerks to apply a court seal
to scanned or imaged documents, include them in with the original
efile and then send an e-notification back to the filer with
a court seal applied to the receipt. |
| "Digitized"
Signature Support |
eFlex
allows clerks to apply a "digital representation"
or TIFF image of the clerk's signature to scanned documents. |
| Date
& Time-Stamp Support |
eFlex
allows clerks to apply a date and time stamp of when the document
was received to scanned or imaged documents. |
| Browser
Access |
Attorneys
simply use a web browser to access the eFlex system and file
to the court electronically. |
